Okay seems like it’s just the author’s style and I DO NOT LIKE. It really lacks flow. Jump cuts in manga are tricky and there’s a reason why few experienced manga authors can pull it off. If it’s sloppy like this, it’s because it’s amateur, no matter how gorgeous the art and characters.
