Kitano was born with a terrifying face, and people have always been scared of him. His super tendency to make mistakes that cause huge misunderstandings which reinforce those beliefs certainly don't help. While Kitano is aware his face often scares people, he is almost always completely oblivious of the misunderstandings his actions often cause.
