Pretty sure they can since betas are basically “normal” men irl so I guess but I think alphas are used more since they are considered superior so not many people have betas as main characters in mangas or manhwas. If they are it’s usually recessive omegas. Or in omegaverse authors would put omegas that would usually go for alphas since they can stops the heats and benefit them more than a beta so not many people draw betas with omegas but can definitely impregnate them (sorry for long response)
But there's a few mangas I've read where there's an omega-beta couple, and they are always sad because they can't have baby :'(
