Ok so he feels the touch but can't move his legs? Cause apparently he felt the touch on his toes and.. yk down there. So is this a case of just muscular defunction or.. I'm really curious, can a med nerd explain?

Pain touch and temperature, motor function and sensory function all travel through spinal cord in different bundles...given that he has this neurological deficiency since birth it could be because of labour injury or a neural tube defect where the spinal cord was affected.
Seeing how he has proper control over his bowel and bladder(assumption) it's probably only affecting his spinal cord at those points or only peripheral nerves are involved and not the spine
