It's translated from korean. I'm not very familiar with the language but basically people use polite speech for someone who is older/ of higher standing.
Hexion is a Grand Duke which is above a Duke, so technically he doesn't need to use honorifics but still does(it's respectful).
It's difficult to translate to english, so just assume that he dropped the title all together and just called his name.
