Serious answer is most webcomics use clip studio (or procreate) which has internal free to use image insertions. Drawing everything in a comic would take too much time so only the character and outfit layouts are usually actually drawn and colored. Backgrounds patterns and even jewelry is usually a downloaded tool from the program that everyone can use
