Ah, I can probably explain why. There's two versions. One, which is rated 15 the censored one which is being translated here and the other which is rated R. In order to access it legally for the rated R version (raws) you have to verify your age but in order to do that you need to have a Korean phone. "Why not use toonkor or newtoki to translate the rated r version?" Probably because of the annoying watermark on it and also those sites are infamous for bad illegal reasons (not just piracy) idk being devil's advocate here that's all.
