It's a true fact that the Japanese and Korean fujoshis prefer this stereotypical setting (they also don't like reversible much), they are the primary audience and their taste is what make the BL landscape... And Asian audiences do have some nasty preconceived notions on gay relationships and coule dynamics in general, as well as a very stereotypical view of womanhood (all of this combined makes the damsel in distress uke trope live on)
And there are actually many Bl out there with "manly" couples or inverted uke/seme dynamics (Scarlet Beriko is huge right now), also, the chibi seme is a quite important niche somehow...

Clearly you're the one who's only reading these stories, maybe if you're only reading old-school BL you'd see too much of those, but nowadays it's not that big of a thing anymore... Sure the uke is usually more on the "feminine" side but what you're describing is a gross exageration.

In a world where couples are so rarely reversible of course the uke is going to be a "girl with a dick", the real issue is that the characters have defined and definitive sexual roles (which is scarcely true to real life).
