How do you ask a question?

You know those questions that are on the up right side of whateverthename manga page? How do you ask a question there?
I want to ask if there are any foreigners/japanese people around in JAPAN to get on a line/whatsapp group.
It'd be nice if in the end that group turns out to be friendly enough for us to meet in person, if we all live in the same country and not so far from each other.
