If you want a strong FL who solves mysteries and political problems then Akatsuki no Yona fits the bill. She starts out as a dreamy head up in the clouds teenage girl, but circumstances change very quickly and she really has no choice but to grow up.
I sincerely recommend "Koi Dano Ai Dan". Read the prequel first, then the main story. She has the same vibe as maomao. Not strong physically, but cunning and wicked. She looks a model student, but she's not lol the ML fell in love first too.
My type of Shuojos are the ones that must contain all of these traits, ML falls in love first, smart/cunning/girlboss MC, and not force feeding romance to my face lol. I prefer natural progression.
Here is my top 10
1. "Koi Dano Ai Dan," I put this one first because the FL here characteristic is the closet to Maomao. She's cunning and no bs type. It's the manga that got me hooked to shuojo. There is a prequel if you want to know how the FL and ML met, "Warau Kanoko-sama". Modern, Completed
2. "Akatsuki no Yona," She was a princess who got betrayed and was supposed to be dead, but she lives. So she's quite weak at first, but she'll slowly become stronger along with the ML, her childhood friend. Excellent character development Historical
3. "Your throne"/"I Want to Be You, Just For A Day," It has a heavy theme. Contains DV and may trigger some people who had experienced with a psychophatic narcissists. There are 2 FLs. 1 is kind, another 1 is devious. The romance is very little, and the plot can be a little confusing because it's straight up politic, a total mental gymnast, but love it nevertheless. Also, amazing characters development. Historical
4. "Crimson Karma," a stoic female knight, she's mentally and physically strong. It's isekai, but not the typical princess and the prince love story. Completed
5. "Koushaku Reijou no Tashinami," very career driven and strong mentality. Business and political savy. Isekai.
6. "Star Dream Idol Project" Career driven girlies!! Who wouldn't love that? I love the plot and the characters. Idol industry.
7. "Beauty Pop." Idk if you'll like an early age manga art style, it's old, but I remember loving the FLs of mangas because of how carefree/alof And outspoken she is. She's good at what she does. *side note* romance is also very little. Beauty industry, Completed.
8. "The Princess's Double Life," The FL is a scammer both previous and current life lol. She's pretty devious and cunnning. Didn't get isekaied, just somehow remembered her previous life.
9. "Isn’t Being A Wicked Woman Much Better?," The FL used to be a pushover before she got isekaied, but she wants to change. She's quite smart and pretty daring. It's only 45 Chapts so far, I'm not sure how long she will stay level-headed, but I like the FL and ML's chemistry. They're funny together. Isekai
10. "Villainess Level 99 ~I may be the Hidden Boss but I'm not the Demon Lord~" the FL got isekaied in a game and overpowered everyone. She also level-headed and chill. Isekai

Now on to honorable mentions
"I'll Be The Matriarch In This Life" I usually don't like the "children" in early plot setting. I often find the way these "politic and businesses" type of adult characters treated the "special" kids, a bit absurd. They out here having a child (in their eyes) managing business and politic. But, I think you will like it. Ignoring the absurdity, I like her. she's smart and good at managing people. I'm sure I will like it even more when she finally grows up since she's also very ambitious. Time travel.
"Chang Ge Xing," I would have put this one at my #2 spot if it not because the writer had a disputed with the publisher. The FL is extremely clever, adaptable, and resilient. She's war and politic savy. She is one of my all time fav FL aside from Maomao and Kano (FL of my #1). Up until now, the writer still trying to reclaim her right, but one can dream :'(. Historical
"Failed To Abandon The Villain." When 2 broken people meet. It contains DV. The FL is stoic and capable. The ML is a bit obsessive, tho. Isekai
"I Only Treat Villains," It's only 44 chapts, but I like the story so far. FL made connections with a bunch of girlbosses. She's pretty sneaky and capable. Isekai
"The Way to Protect the Female Lead's Older Brother." The FL isekaied in a family of bonkers, so she has to pretend to be like them in order to survive. It's on Hiatus due to the writer's health.
"Kill the Villainess," I haven't read it yet, but I heard she did the impossible. Isekai.
