It was mentioned before that Ray wanted to join the organisation but he needed his parent approval, which is impossible, he was rejected and he went berserk causing flinn hurt and another officer died (it was flinn that responsible for rejecting him). And I think that's why people classified him as dangerous, than some time later we see ray is working for edith, dirty job obviously, and something to do with a black spider marking on their body. At this point, ray doesn't like doing this and sometime he was assaulted by edith. One time he slap edith when he tried to assault him again and then we see Ray having the black spider on his thighs. Edith say something that sent ray the shivers, so he ran away and meet lou
