I think, Peter does not like pain and suffering. His so so twisted that even John end up being a psycho. I mean its not normal to give someone a drug to forget the pain. Because John think that Peter is his savior so just I expected Peter learned he can be more than like savior not only to John. The end justify the means, he just ended up being twisted(Peter) so going mad is a normal means to him.
