Ok, I got a question...why he didn’t kill him? I don’t get it.

by bringing him to jihwa first, it’s almost like he’s indirectly asking, “do you really want him dead?” or "if he dies, it's his blood on your hands, are you able to handle that?"

i think he knows jihwa doesn't have it in him to get someone killed. this is probably his way to test his resolve.

That makes sense, I guess.
