OMG! The story is really interesting! Got to skimmed the raw and this is what I got so far in the story. I can't read the raw though but I kinda get the gist of it plus the help of papago too.

There are two teams/organizations in this story. The illegal ESPers and the Bureau (the one who handles ESPer for public safety and such). You know, your typical story of the unregistered ESPers vs Bureau kind of stuff.

Lou (our blonde kidnapper) belongs to the illegal group but he kinda have a history with the Bureau since he knows he was being monitored by them. His name is Lucien and I think he has a "romantic? " past relationship with Ray (the twin with ESP). Anyway, since they told Kyle (the other twin who easily falls for Lou) that Ray is dead and he has Ray's power now — Lou and his underlings are training Kyle to control his ESP (telekinesis).

Here comes the Bureau, who has a guy who looks like Lou (also the 3rd guy in the cover). His name is Asher, the Bureau Department Head. I think he is Lou's twin or blood relative... Asher visited Lou one night and Lou mentioned that he can't feel ESP power from Asher anymore. It was mentioned that when you retire from the Bureau, your ESP will have to be removed or something. BUT Lou was wrong! Asher saw Kyle (he thought it was Ray) and got into a madman — Asher used his ESP (teleportation?) to kidnap Kyle in front Lou. Lou got pissed off coz he was fooled by Asher ESP...

Anyway, so far — it seems like Lou is a controlling and manipulative freak who intends to use Kyle's ESP. He is also kinda using Kyle's feelings to control him and can't get over Ray. Lou never hesitates to kiss and touch Kyle and Kyle is just to crazy for him... You know, love makes you blind kind of thing again.

I can't trust Lou nor Asher yet in the story. Both are manipulativa and mad characters who only use people to gain for their end.
