I don't think so(? I mean it looks like that but check his behaviour when surrounded by all that people and how he changes when Hondou appears. The "should I give it to you" part did throw me off but I kinda think is more like he is than saying it for real.
But Yokoya thought that he wants other men's gaze, right? also he wants to wheedle Hondou to allow him to go that bar. That means it is really true that Hondou himself is not enough?????! Plus i cant get why he said "Should I give him to you." Because i know he would not lmaaaooo just because he is jealous?
