I really don't like how this Emperor is with FL. Also, FL is really the "Go with the Flow" kind of character. Does the FL actually make any choices for herself at all? Seems to me that ML is either the one who always gives suggestions, tells her what he wants (basically commands), requests for help (can't refuse such authority), etc. She has no choice and even if he is doing this because he thinks she is better off with what he is doing he never really asked for her opinion and has forced and/or manipulated every decision so far. Even threatened her with marriage if she fails the exams. That, I believe, is something of the reason she wanted to be a worker in the palace area in the 1st place. She didn't want marriage...
