Both party could initiate having sex but top/tachi/seme refers to the one who penetrates while bottom/neko/uke is the receiving end.
Top and bottom the positions of sex. In anal sex, a top would be the one penetrating a bottom's bottom. They would be considered a bottom because they are receiving the penis. Bottoms are usually mislabeled as submissive, but they can also be dominant and take the initiative.
