For the webtoons, it might just be bad quality images.
I haven't read up on this in years, so I'm going from memory here.
But a JPEG image can lose quality if you open, edit, and save it all in one go. One funny example of this is Jpeg memes. Now I'm not sure about the rules for uploading an image on a different Website. But the images definitely lose quality from what I'm observing.

Im glad that people upload free chapters. But i wish the quality could be better if its getting uploaded anyway
Is it just me or are the chapters from webtoons like paid or other webtoons blurry? It wasnt as often before but now so many chapters that got updated are very blurry..
Is there a reason for it? Like if you are scanning it it becomes blurry or something?
