I don't think the chief had any idea what he was getting caught into. He half-heartedly went to Sangwoo on a gut-feeling because of Seungbae, but he probably just wanted to check if something seemed off with Sangwoo and leave. He couldn't have known he was THIS batshit crazy.
As for Seungbae, I don't see who he could have called for backup. The police wouldn't do anything, and he purposedly pushed his friends away (phonecall) to keep them uninvolved. He was going to do this by himself anyway. But yeah, a plan wouldn't have been too much. ┑( ̄Д  ̄)┍

Yeah i understand what you are saying about the chief, but it's common sense to tell someone where are you going. Most of them have partners or something. And he was suspicios about Sangwoo. His instinct told him to go check the shit up. I liked him tbh. I have seen this is so many Korean dramas and i'm so pissed about it :D Why they keep making police officers look stupid ... :/
Pretty sure Lee wasn't going to ignore him. But yeah :/

Yeah, couldn't agree more... It happens a lot, cops can't beat the protagonist's plot armor. So they dumb them down. And you're here, trying to make some sense out of it but it's impossible to completely ignore the fact that part of the reason they failed/died was that "the plot needed them to". I understand why they do it. But still, I liked him as well !
All this aside, Seungbae never striked me as especially clever. Like that time he hid behind a ladder. Dunno. He's. Well. But I still love him.
