I think the black hair guy stole the money, kept some of it to incriminate Mc. Because if you remember he was the last one to leave class and the last one to arrive to gym class. So sure, he was recorded by cameras. If you add that Mc is the only one of the class who didn't pay the day in which the envelope disappeared, he is the best criminal.
