Well, it was a demonish thing, and rather than asking to be the handsomest guy, it was manliest, but otherwise, this sounds like Tenshi Na Konamaiki, one of my all time favorites from my youth. And yes, I know that's aging me a bit.

A guy met a genie and the genie offered him one wish. The guy wished that he would be the most handsome guy in the world, but the genie did not told him that grants wishes in the opposite way.. Before the guy even knew that, the genie already granted his wish, so instead of being the most handsome guy in the world.. he became the most beautiful girl in the land.
