There wasn't an actual chapter. But I do believe both Yukito and Touya told different people that they like someone else. I think chapter 37 was the closest thing to an actual confession, though Yukito was Yue at the time.
What chapter did YUKITO confessed to TOUYA in the manga Card Captor Sakura? I've heard that in the manga yukito told touya that he loves him!!!
