From this comment, I went on Wikipedia and found anew that the song, "I Am the Very Model of a Modern Major-General", the line "the crimes of Heliogabalus (the alternate name of Elagabalus)" was about this guy. I was not thinking this story would come round to a Gilbert and Sullivan musical.

"Fun fact: this is based off of a real Roman emperor named Elagabalus. He is known for being gay and prostituting himself to random men despite his position. It is argued as to whether he was a transgender woman or wanted to be treated like a woman because it was degrading. He was only 14 when he became emperor and was a huge troll, making ridiculous, sadistic requests. He literally changed the official religion to an obscure cult. Basically everyone hated him and thought he wasn't fit to be emperor. At one point he wore only woman's clothing and make up and even asked doctors to make him a vagina (this was impossible at the time). He had a husband too.
