They've been here since 2016 i doubt they are a child or a teenager and even if they are a younger siblings i don't see how using the story of your older sister abuse to excuse the exploitation of children is really okay to do, they were given explanations and literal quotes from psychiatrists and pediatrists on how the relationship is harmful and they called it "American puritanism" they're in denial and kindness won't take them out of it

Then they are married when the 12-year-old reaches adulthood, but the 17-year-old never grows out of his disability. Which one of them is the groomer?

If the 17 year old has a mental disability that mentally keeps him stuck as a child, the problem there is the parents, they shouldn't let such a relationship be because the 12 year legally can not consent and the 17 year old is unable to consent too due to mental health reasons. If the disability is something that doesn't prevents the 17 year old from make his own choices and be responsible for his actions then the 17 year old is the groomer
