I want to voice this out too,, somehow her action about 'leaving the bullying alone untill it gets worse' made it seems like she isnt really sincere in befriending the blondie (ᵕ—ᴗ—)
She's just not acting blindly without evidence. Her opponent is the Student Council President. Someone of high rank, and even if it may not be as high as her, people clearly side by the President more (Prez is more popular)
She's just planning on how to stop this once and for all.
She could have planed and gather evidence while the bullying didn't get worst she could have started while it was fresh and not so bad but she waited for so long till she even admits they have never been bullying someone like this before , I get she needed evidence and she can't act blindly but to wait till it got soooo bad for blondy that's to much and it was disappointing .
