I don't know if Cain saw ver as his pet but he didn't treat him like his son either. At first he decided to take care of him for such a childish and selfish reason as proving to Agio that he could take care of something. Then when he realizes that ver is maturing sexually he decides to pair him up on his own looking for a "suitable" partner without even talking to ver about it. I understand that he is a god and Ver is a vampire, not a human but Cain definitely wasn't the model father who respected ver as an individual either
