I think korean, japan, thailand etc are okay with these type of concept become these type of manga, drama are very common their....
no korean is not fine with blood related incest ,you can't see that kind of story in their comic even there is it will get drop ,there is one good comic (well it's incest blood related relationship)korean author but it got dropped by author (so sad i can't read it) japan is fine with incest story blood related relationship and thailand i think much more bolder i once saw their anime he do it with his mom(not stepmother and i don't think the anime was japan but translated to thailand because of the conversation is too different it's too gross the way they normalize incest) .
for korean if it's blood related most of the time they will be attack by their readers ,there are a few blood related relationship by korean author ,it's rare i think i have only read around 3 stories
Why are these kind of plots so popularthese days, where they literally raise their stepbrother up and then become lovers as if the last 10 years didn't happen. Plus the huge age gap.
