Navier did nothing about it because a mistress who was a former slave should have never been able to take her place..why would she be intimidated when rashta was competing with her and imitating her. She frolic around, talking with noblemen, and laze around. She uses her power to harm people than be wise. She looks like a misplaced puzzle piece than an empress.
Why would navier fight back? Her only duty is to the land. The 'duty' to the husband was lost when he brought that slave in. I'd say she was graceful. She makes their 'love' look like some cheap soap opera.
