Yes, he is able to force out memories to remind them of what could hurt them and make them vulnerable. He did that to Eunjae.
But in this chap they say that only memories that are still there can actually be wiped (including scars that he supposedly can't remember) so even if he still doesn't remember maybe it is indeed possible for them to return. Truly return. Because what he read in the book is just that. Words. They don't make him truly remember. They just tell him about his last life.
