Pretty sure god is cus it wouldn't explain all the miracles that happened and stigmata. There's also how Shion asked for God's response/a sign during when into prayer after coronation and he got that shine of light. Thought it was the sun rising durong dawn only to find out after from a servant that the sun hasn't risen yet.
Honestly, i think Shion is apathetic to religion and god due to what he had to experience because of religion in general. Like almost all the conflicts in the story gotta drag him into it.

So does God really exist within the universe of this story? I was under the impression he wasn't real and that Sion wasn't a believer
