No, honestly even if they weren't loyal Why does Leraje specifically like to target Ginger. To show how much prettier she is and how everybody would like her more. The only reason why he liked Leraje in the book was that he couldn't hear her thoughts and wouldn't be disappointed. Everybody has evil in their heart, but they would ignore it and not act on it unless there is something wrong. The king sees that part and gets disappointed.
