Baka-updates also lists it as complete. The author most likely dropped it. This came out the same year as 'Smile kudasai' and the author has done 10 other stories since, it might not have been initially popular or the author simply lost interest.
At the end of the 2nd chapter it says "to be continued," but this is listed as "completed." Is there really no continuation?
