My bet on the reason would be that this woman thought that it’s a lost/abandoned child, and she really wanted to have a child of her own but couldn’t have, so since she met the child like this, she thought it was fate, so she took the child home to adopt as her own child…

At least Tia found the real cause of the war. That woman said she was dismantling the village when this happened. So either she thought the child was lost or abandoned or the child was old enough to slip into one of the wagons holding the materials. What a mess.
