I guess Azuma wanted to become a choujin and is jealous now. Still, he behaves like a prick. And i somehow think choujin don't take the form they desire, but rather the one they fear or despise, as it would explain that girl becoming smokey. Though, there may be some more complicated principle with that "infection" papa-smokey mentioned.
