Yes their past lifes were connected in fact the reason why Elijah felt all those emotions is because in his past life he had a fiancee (i think) that commited suicide and somehow Arthur had something to do with it without him knowing that why Nico (Elijah) starts hating him.

Nico hated King Grey until the day he died (i think nico had something to do with grey's death) and i'm not sure if Elijah and Arthur continue their friendship even though the things they go trought in their past lifes, the last thing i remember is that Elijah was "kinapped" by the nation that starts the war and Arthur went to train to Silvya's nation, i'm sorry i can't answer your question:(
