The red hair is the guy who gave the spy cam glasses to the MC. And we know that he lied to the MC about the spy cam glasses being broken. I have a feeling that he wants help from the blonde.
He did not gave the spyglass to the MC. MC bought the glasses himself.
MC went to him to try and fix the glasses after they got wet. The Tech Guy lied about not having a way to recover the footage, probably to either blackmail or make a deal with the Psycho in order for him to get away form his abusive boyfriend, which is not the Cop.
