Dowun knows what she is doing… it literally is his orders. That’s why he asked her “Don’t you have orders left?”. She is doing what he says. Obv he didn’t specifically say tell her about Hong Lyon, but they are plotting against her together. It is his plan.

I suggest you should look at the scene when he talks to his brother in the carriage, and when he was talking to his father before that. He was against having the fact his father helped her escape, not the thought about making her a possible substitute for Hong. He is preparing for when Hong goes against him bc she is threatening his position, while also making sure he doesn’t lose her with his excuse being “she is his ultimate card”.
