She can't use her true form often it could risk someone finding out that Arthur has a dragon as a bond and put them in danger. Her true form is OP and cool ngl but caution needs to be taken.

She's gonna reveal her tru form in a few arcs. But she still isn't going to use it that often as far as I'm in the novel.
