have you tried horimiya ,its hilarious and heartwarming. it has romance in it but it handles it really well.you should check it out.
Any shoujo manga where romance is a far-off thing? I mean, there is romance, but as less as possible.Like, almost non existent, but still present.The two characters are more friends than lovers? The manga should be absolutely hilarious because I love laughing!(๑•ㅂ•)و✧
Some exqmples are Oresama Teacher, Gekkan Shoujo Nozaki-kun, Takane to Hana, Five (to some extent), Koi Dano Ai Dano (again, to some extent.Actually, to a lot extent, but the last few chapters...that doesn't mean I didn't like it, though :D ) and Tomochan wa Onnanoko.
The girl shoul be a tomboy.Or if not a tomboy, at least strong and hilarious.
