You make sense, but I do wonder if their relationship is supposed to just be one of friendly banter rather than romance. I think she was just crying because she's a romantic at heart and really liked Raelina, I mean she noticed right away when something happened to Rae at the palace.
I think the king likes her but he's mostly just teasing her for fun and she does like him as a friend and teases back by being cold. Who knows...
Here's what I think, maybe Naomi cried upon seeing the invitation because she already know that the King will never act on their feelings for each other in fear that he will turn out like his father. Hence, making it impossible for Naomi to get a loving wedding and marriage like Noah and Raeliana if she has indeed decided that the King is the only one for her. Therefore, she remains the king's "babysitter" since it will still allow them to be still together most of the time. Do I make sense?
