It's sort of a broad term that can mean a lot of different things:
-crossdressing
-switching between sexes/genders through some sort of magic
-switching bodies with opposite sex
-nonbinary/genderfluid characters
basically, something that goes against or beyond "traditional" gender :)
Correct me if I'm wrong, I don't think that cross dressing would be labeled as genderbender. Bcuz most cross dressing manga involve said guy or girl dressing as their oppoise sex for like a temporary amount of time such as in their free time, for work and so on
While genderbenders are mostly said guy or gals dresses as their opposite sex, but also lives in that "character" instead of being in like their free time it's 24/7

You're right, cross-dressing isn't on the same level as transgender or non-binary characters. But cross-dressing usually doesn't have its own search tag on manga websites, so it ends up getting grouped together with genderbending, even though they're two different things.
That's why I included it in my list, because you'll find stories with cross-dressing in the gender bender tag on here. :)
