The uke is sleeping with the congressman to get evidence that the congressman is having illicit affairs with gay men in order to destroy his reputation. This is revenge for putting all the blame on the Uke's father for the embezzlement leading to the father's suicide. The Uke hates the seme because he covered for the congressman. Also because the seme showed the Uke kindness only because he knew what the Congressman was planning to do with the Uke's family and was keeping a close eye. Obviously the Uke was pissed by this.
The Seme finds out about the plan and falls for the uke. I also think he feels guilty, but for sure he doesn't like the congressman.The seme is secretly leaking information that makes the congressman the perpetrator of the embezzlement, therefore clearing the Uke's father's name while also making the congressman accountable for his crimes. Then the seme manipulates the Uke to drop his plan so the uke doesn't get involved with the scandal. Also not causing the uke to be responsible if the congressman wants revenge or kills himself.
What's implied is that the congressman, as revenge, messed with the Seme's tires and that's why he was injured. Also that the photo the seme used was fake, his daughter isn't the one in the photo, but because the girl is young the Uke feels sympathy and drops the article not wanting to hurt a child the same way he was hurt.
