No. The translator didn't drop it. Someone decided to upload chapter 24 before the translator had a chance. When a bunch of us pointed out that the person SHOULDN'T have done that because it hadn't been dropped, and then that the translation wasn't that good anyway, and thus asked for them to delete the chapter, they deleted it. Now someone (either the person who initially uploaded chapter 24 or someone else who saw it) re-uploaded the very poor translation with the only difference being that they took off the credit page that the chapter had the first time it was uploaded.
But the person/team that had been translating it is still working on it, so chapter 24 should NOT have been reposted. Hopefully the official team will upload a better version over this one.
I think the old translator didn't drop this because I've just read his/her Translation last Monday and actually its pretty good. I've just want to say to the new translator please dont mess up the chapters and if you want to translate please choose other manga/hwa/hua, please let the old translator keep their job
