I read from a spoiler page, the Duke is the other person tht turn back the time. Its not out of love for Keira tho. The Duke is selfish to the end. Cossette is actually a demon, her real soul is a stillborn, tho she really is a spirit user. Her mother summon a demon to revive the baby in exchanges her life. But the baby real soul and her mother still die, the demon instead enter the baby body.
After Keira death, Cossette (the demon) summon demon army and bring destruction to the human. The citizen were all angry at the Duke for the death of real daughter that could stop that demon. He almost die. To save his own life, he ask help from the magician to turn back time. So in the end, he only turn back time to save his own life and not for Keira sake.
If not mistaken, at the end of war, Keira will win ofc and Cossette body vanished and she left the duchess. But later she came back to her father and forgives him like tf ╮(￣▽￣)╭
