It’s in another country not his so he cannot do as he wishes, especially since his relationship with the country isn’t that good as they mentioned the other 2 countries are planning to attack his, also it would probably take longer time than immediately sneaking in and they don’t have time to waste (⌒▽⌒)
Why did the empror choose the hard mode? I mean, you could've quite literally took your men and arrested him as an empror
